Carter Center gets $40M to eradicate Guinea worm

(AP) ? The Carter Center on Monday announced it received $40 million in donations to help fuel its mission to eradicate Guinea worm disease, a debilitating parasite that once plagued millions of people across the developing world.

The U.S.-based center said the funding comes from the Bill & Melinda Gates Foundation, the Children's Investment Fund Foundation and President Sheik Khalifa bin Zayed Al Nahyan of the United Arab Emirates. It said the grants, along with $31 million committed last year by the United Kingdom, will help eradicate the disease by 2015.

"Millions of people in Africa and Asia will no longer risk suffering one of the most horrific human diseases ever known thanks to the generosity and global health leadership" of the donors, said former President Jimmy Carter.

There were about 3.5 million reported cases of the disease in 20 nations when the Carter Center's eradication program began in 1986. On Monday, the center said an early count showed that only 1,060 cases of the disease occurred worldwide in 2011.

Most of the cases occurred in the African nations of South Sudan, Mali and Ethiopia. There was also an isolated outbreak in Chad.

Guinea worm disease occurs when people drink water contaminated with worm larvae. Over a year, the worm can grow to the size of a 3-foot long (1-meter) spaghetti noodle. Then they very slowly emerge through the skin, often causing searing, debilitating pain for months. The disease, however, is usually not fatal.

There is no vaccine or medicine for the parasite. Infection is prevented by filtering water and educating people how to avoid the disease.

The Carter Center has worked to stem the spread of Guinea worm in part by handing out millions of pipe filters and educating residents about the dangers of drinking tainted water. The former president has also encouraged local politicians to devote time and resources to fighting the disease.

The center said it would use the funding to pay for programs aimed at stamping out the disease and to fund surveillance by the World Health Organization to certify eradication over three years.

The Bill & Melinda Gates Foundation contributed $23.3 million of Monday's pledge. Nahyan pledged $10 million and the Children's Investment Fund Foundation gave an additional $6.7 million.

"The last cases of any disease are the most challenging to wipe out," said Carter. "But we know that with the international community's support, Guinea worm disease soon will be relegated to the history books."

(AP) ? Militants apparently captured 29 Chinese workers after attacking a remote worksite in a volatile region of Sudan, and Sudanese forces were increasing security for Chinese projects and personnel there, China said Sunday.

China has close political and economic relations with Sudan, especially in the energy sector.

The Foreign Ministry in Beijing said the militants attacked Saturday and Sudanese forces launched a rescue mission Sunday in coordination with the Chinese embassy in Khartoum.

The Ministry's head of consular affairs met with the Sudanese ambassador in Beijing and "urged him to actively conduct rescue missions under the prerequisite of ensuring the safety of the Chinese personnel," the statement said.

In Khartoum, a Chinese embassy spokesman said the northern branch of the Sudan People's Liberation Movement announced that 29 Chinese workers had been captured in the attack. The spokesman, who asked not be identified, gave no other details and it wasn't clear if the militants had demanded conditions for their return.

Other details weren't given. The official Xinhua News Agency cited the state governor as saying the Sudan People's Liberation Movement attacked a road-building site in South Kordofan and seized the workers.

The Sudan People's Liberation Movement are a guerrilla force that has fought against Sudan's regime. Its members hail from a minority ethnic group now in control of much of South Sudan, which became the world's newest country only six months ago in a breakaway from Sudan.

Sudan has accused South Sudan of arming pro-South Sudan groups in South Kordofan. The government of South Sudan has called such accusations a smoke screen intended to justify a future invasion of the South.

China has sent large numbers of workers to potentially unstable regions such as Sudan and last year was forced to send ships and planes to help with the emergency evacuation of 30,000 of its citizens from the fighting in Libya.

China has consistently used its clout in diplomatic forums such as the United Nations to defend Sudan and its longtime leader Omar al-Bashir. In recent years, it has also sought to build good relations with leaders from the south, where most of Sudan's oil is located.

Chinese companies have also invested heavily in Sudanese oil production, along with companies India and elsewhere.

Boise State sophomore dismissed from football team

BOISE, Idaho ? Boise State University cornerback Quaylon Ewing-Burton has been removed from the team?s roster.

The University confirmed the news late Thursday afternoon.

?He did not live up to the standards of the program,? BSU said in a statement.

Ewing-Burton played in all 13 games for the Broncos this past season, and started the final four after Jerrell Gavins went down with injury during BSU?s loss to TCU.

Car bomb targeting NATO aid team kills 4 Afghans (AP)

KABUL, Afghanistan ? A suicide car bomber targeting a NATO-sponsored reconstruction team killed four Afghan civilians, including a child, and wounded 31 on Thursday in southern Afghanistan, officials said.

Three civilian international members of the aid team ? two men and one woman ? were among the wounded, said Daud Ahmadi, a spokesman for the provincial governor. He said their injuries were not life threatening and did not know their nationalities.

The bomber detonated his explosives-laden vehicle Thursday morning as a convoy of a NATO Provincial Reconstruction Team passed by in Lashkar Gah, capital of Helmand province, Ahmadi said.

The blast ripped through the convoy of armored vehicles, knocking at least one over and charring others. The explosion also shredded nearby storefronts and damaged at least 17 civilian cars nearby, a provincial statement said.

Provincial Reconstruction Teams are joint international military-civilian units dedicated to aid projects to boost support for the Afghan government of President Hamid Karzai. They are sponsored by the NATO military coalition and there are 27 now operating in Afghanistan.

Afghan National Army soldier Dad Mohammad witnessed the attack while on patrol in the town.

"A car passed our vehicle and parked down the road," he said. "When the foreigners' vehicle was passing this road, it was targeted and there was an explosion."

A spokesman for NATO declined to comment on the attack, referring all questions to the Afghan provincial government.

A statement from the Ministry of Interior said the attack took place near an Education Department building, though Ahmadi initially described it as an aid office. The Ministry said the vehicles in the convoy were about 70 percent destroyed.

No one claimed responsibility for the car bomb, but Helmand has been one of the most volatile areas in the Taliban insurgency's pushback against a U.S.-led initiative to bring southern Afghanistan under greater control of the central Afghan government.

Karzai, who is on a trip meeting European leaders, condemned the attack. A statement from his office Thursday blamed "the enemy of the Afghan people" for the violence, which it called "un-Islamic and against humanity."

Elsewhere, officials said a rocket fired by Taliban insurgents killed a woman and her child in eastern Afghanistan.

Insurgents fired the mortar round during a battle Wednesday with Afghan army soldiers trying to clear militants from a stronghold in Kapisa province's Alasay district, said the provincial governor's chief of staff, Abdul Sabor Wafa.

You can get Skype on nearly every computer, tablet, and smartphone out there, but unless you have a few very specific devices the popular video chat software hasn't been available on HDTVs. Some Panasonic, Sony, and Samsung HDTVs run Skype with their respective webcam accessories; video chat is possible through Windows Live Messenger on an Xbox 360 and Microsoft Kinect; and you can chat over Google Talk with a Biscotti ($199, 3 stars) (or use Biscotti's own service). Overall, though, ubiquitous video and voice chat service is underrepresented. Tely Labs aims to change that with the TelyHD, a webcam and Skype device that plugs into your HDTV and offers video chatting out of the box. It works with any HDTV and most Wi-Fi networks, and is just like having Skype on your screen. It's a bit expensive at $249.99 (direct), but it stands as the best, easiest way to get video chat on your couch.

Design
The camera measures 2.7 by 10.8 by 2.9 inches (HWD) and weighs 6.1 ounces, making it about the same size as the Microsoft Kinect. It looks a lot like the Kinect, in fact, even if it has only one sensor. The large, wide camera component on a base makes it resemble the gaming accessory and video chat device much more than any webcam. The TelyHD camera can pivot up and down, but unlike the Kinect it can't pan, and you have to manually move the camera to adjust its position, since there's no motorized camera adjustment.

The front of the camera has an indicator light and button for answering calls, which is very handy when you're watching something else. Since the camera doesn't have an HDMI pass-through, you need to actively switch to the camera to make or receive calls. Even if your display isn't set to the camera's input, the button will flash and speakers on the side will ring with the Skype call tone, letting you know to change inputs and accept the call. A sliding door over the lens lets you cover it when you want to ensure privacy. If you don't want to use the remote, or can't find it quickly enough, the button answers Skype calls. The back of the camera holds a mini-HDMI output (it comes with a mini-HDMI-to-HDMI cable), an Ethernet port, an SD card slot, and USB and miniUSB ports.

The visual interface looks like an HDTV-friendly version of Skype, with contacts shown like large icons, and a sidebar on the left to show additional information. The graphics are nearly identical to Skype for the PC, with the same contact and status icons. All text has to be entered with the remote, which makes adding contacts tedious. This is a problem with most set-top boxes that accept text and don't have a keyboard, though, and since the camera doesn't support text chat over Skype it's not a major issue. The included membrane remote includes buttons for navigating lists, answering and hanging up phone calls, and bringing up the menu.

Performance
Video quality is very good for a webcam. The TelyHD isn't high-definition capable, but it's fairly sharp and smooth over Wi-Fi. When calling people on multiple webcams and on an iPhone 4, my picture came in clearly on both computer monitors and the Retina display. The picture quality on my end wasn't as good, though, because of the resolution limitations of a sub-high definition webcam and of the iPhone 4's front-facing camera. It's still legible, but very fuzzy when put on a 42-inch HDTV, whereas a high definition webcam looked quite nice on the screen.

Since the TelyHD only uses Skype, you can't call people through other chat products like Google Talk or Biscotti users. On the other hand, Skype is the? most popular video chat software available, and it's free to download to any computer or mobile device user, so it's not a big setback. If you have friends with a webcam, you can call them on the TelyHD over Skype; all they have to do is download the software. The TelyHD can also share photos with other TelyHD users: Load a memory card or a USB drive into the camera and you can share photos during video calls.

The TelyHD is pricey. But if you want to video chat on your HDTV, $250 gets you a self-contained unit that can handle Skype well, produces good video, and even rings when you get calls. It doesn't have the pass-through video feed of the Biscotti, but the improved video quality and Skype support both make up for it and for the $50 increase in price. If you have a Panasonic HDTV, you could pay less and get the TY-CC10W webcam. Otherwise, the TelyHD is the best option for video chats with your HDTV on Skype.

Transcript of the State of the Union

Mr. Speaker, Mr. Vice President, members of Congress, distinguished guests, and fellow Americans:

Last month, I went to Andrews Air Force Base and welcomed home some of our last troops to serve in Iraq. Together, we offered a final, proud salute to the colors under which more than a million of our fellow citizens fought ? and several thousand gave their lives.

We gather tonight knowing that this generation of heroes has made the United States safer and more respected around the world. For the first time in nine years, there are no Americans fighting in Iraq. For the first time in two decades, Osama bin Laden is not a threat to this country. Most of al Qaeda?s top lieutenants have been defeated. The Taliban?s momentum has been broken, and some troops in Afghanistan have begun to come home.

These achievements are a testament to the courage, selflessness, and teamwork of America?s Armed Forces. At a time when too many of our institutions have let us down, they exceed all expectations. They?re not consumed with personal ambition. They don?t obsess over their differences. They focus on the mission at hand. They work together.

Imagine what we could accomplish if we followed their example. Think about the America within our reach: A country that leads the world in educating its people. An America that attracts a new generation of high-tech manufacturing and high-paying jobs. A future where we?re in control of our own energy, and our security and prosperity aren?t so tied to unstable parts of the world. An economy built to last, where hard work pays off, and responsibility is rewarded.

We can do this. I know we can, because we?ve done it before. At the end of World War II, when another generation of heroes returned home from combat, they built the strongest economy and middle class the world has ever known. My grandfather, a veteran of Patton?s Army, got the chance to go to college on the GI Bill. My grandmother, who worked on a bomber assembly line, was part of a workforce that turned out the best products on Earth.

The two of them shared the optimism of a Nation that had triumphed over a depression and fascism. They understood they were part of something larger; that they were contributing to a story of success that every American had a chance to share ? the basic American promise that if you worked hard, you could do well enough to raise a family, own a home, send your kids to college, and put a little away for retirement.

The defining issue of our time is how to keep that promise alive. No challenge is more urgent. No debate is more important. We can either settle for a country where a shrinking number of people do really well, while a growing number of Americans barely get by. Or we can restore an economy where everyone gets a fair shot, everyone does their fair share, and everyone plays by the same set of rules. What?s at stake are not Democratic values or Republican values, but American values. We have to reclaim them.

Let?s remember how we got here. Long before the recession, jobs and manufacturing began leaving our shores. Technology made businesses more efficient, but also made some jobs obsolete. Folks at the top saw their incomes rise like never before, but most hardworking Americans struggled with costs that were growing, paychecks that weren?t, and personal debt that kept piling up.

In 2008, the house of cards collapsed. We learned that mortgages had been sold to people who couldn?t afford or understand them. Banks had made huge bets and bonuses with other people?s money. Regulators had looked the other way, or didn?t have the authority to stop the bad behavior.

Obama: US must reclaim values of fairness for all (AP)

WASHINGTON ? President Barack Obama is pledging an economic revival that will work for everyone and not just the rich, declaring that "the defining issue of our time" is the endangered promise of the American dream. He's using his State of the Union address Tuesday night to draw a battle line with Republicans over how to avoid a nation of haves and have-nots.

In excerpts of his speech released in advance, Obama attacked income inequality and offered an economic agenda built upon boosting manufacturing, energy and education. He will call for requiring the rich to pay more in taxes and try to appeal to the independent voters and frustrated masses whose support he needs to keep his job.

Obama was making his pitch to a bitterly divided Congress and to a country underwhelmed by his handling of the economy. Targeting anxiety about a slumping middle class, Obama was underlining every proposal with the idea that hard work and responsibility still count.

"No debate is more important," Obama said in the excerpts released by the White House ahead of the 9 p.m. EST speech.

"We can either settle for a country where a shrinking number of people do really well while a growing number barely get by. Or we can restore an economy where everyone gets a fair shot, everyone does their fair share and everyone plays by the same set of rules," the president said.

He warned Republicans in Congress that he will fight them if they try to obstruct him or restore an economy gutted by "outsourcing, bad debt and phony financial profits."

Republicans weren't impressed.

Indiana Gov. Mitch Daniels, offering the formal GOP response, called Obama's policies "pro-poverty" and his tactics divisive.

"No feature of the Obama presidency has been sadder than its constant efforts to divide us, to curry favor with some Americans by castigating others," Daniels said in excerpts released before the address.

Senate Minority Leader Mitch McConnell, speaking ahead of the president's speech, said: "It's hard not to feel a sense of disappointment even before tonight's speech is delivered. The goal isn't to conquer the nation's problems. It's to conquer Republicans. The goal isn't to prevent gridlock, but to guarantee it."

Steeped in American tradition, the State of the Union has become a night of political theater watched by tens of millions of Americans. And this year, the one time when Obama is delivering the address while also campaigning for re-election, the speech amounts to his biggest, best case to spell out his vision for another four years.

The economy dominates.

For an incumbent on the attack about income inequality, the timing could not be better.

Ahead of Obama's speech, Republican presidential contender Mitt Romney released his tax returns under political pressure, revealing that he earned nearly $22 million in 2010 and paid an effective tax rate of about 14 percent. That's a lower rate than many Americans pay because of the way investment income is taxed.

Obama, though, has his own considerable messaging challenges three years into his term.

The economy is improving, but unemployment still stands at the high rate of 8.5 percent. More than 13 million people are out of work. Government debt stands at $15.2 trillion, a record, and up from $10.6 trillion when he took office. Most Americans think the country is on the wrong track.

Obama's relations with Republicans in Congress are poor, casting huge doubt on any of his major ideas for the rest of this year. Republicans control the House and have the votes to stall matters in the Senate, although Obama has tried to take the offensive since a big jobs speech in September and a slew of executive actions ever since.

Despite the political atmosphere in Washington, the scene is expected to have at least one unifying touch. Outgoing Rep. Gabrielle Giffords, who survived an assassination attempt a year ago, is expected to attend with her colleagues. Her husband, former astronaut Mark Kelly, was attending as a guest of first lady Michelle Obama.

Obama's tone was under as much scrutiny as his proposals.

He was aiming to find all the right balances: offering outreach to Republicans while sharpening his competing vision, outlining re-election themes without overtly campaigning and pledging to work with Congress even as he presses a campaign to act without it.

The context was set not just by the re-election year, but by the awful past year of partisan breakdowns in Washington. The government neared both a shutdown and, even worse, a default on its obligations for the first time in history.

Less than 10 months before Election Day, the presidential race is shaping up as a contest between unmistakably different views of the economy and the role of government.

Obama is campaigning on the idea of helping people at least get a fair shot at a job, a house, a career and a better life. Republicans say he and his philosophy have become a crushing burden on free enterprise and that the president is resorting to what amounts to class warfare to get elected again.

He was to unveil new proposals to address the housing crisis that has left many people trapped, and he planned to promote steps to make college education more affordable.

The president was planning a traditional rundown on the state of American security and foreign policy ? and a reminder that he kept a promise to end the Iraq war.

But his driving focus was to secure faith in the economic recovery and in voters' confidence that he is getting the country on the right path.

Obama planned to renew his call for his "Buffett rule" ? a principle that millionaires should not pay a lower tax rate than typical workers. While middle-income filers fall in the 15 or 25 percent bracket, and millionaires face a 35 percent tax bracket, those who get their income from investments ? not a paycheck ? pay 15 percent.

The president named his idea after billionaire Warren Buffett, who says it is unfair that his secretary pays a higher tax rate than he does. The White House invited Buffett's secretary, Debbie Bosanek, to attend the State of the Union as a special guest.

And then for three days following his speech, Obama will promote his ideas in five swing-voting states.. On Wednesday he'll visit Iowa and Arizona to promote ideas to boost American manufacturing; on Thursday in Nevada and Colorado he'll discuss energy, and in Michigan on Friday he'll talk about college affordability, education and training.

Polling shows Americans are divided about Obama's overall job performance but unsatisfied with his handling of the economy.

The 'Choking Game': 1 in 7 College Kids Has Tried It (Time.com)

College students aren't necessarily renowned for their good judgment, and a new study reinforces that, finding that nearly one in seven co-eds has played the Choking Game, which is every bit as dangerous as it sounds.

Also called the Fainting Game, Pass Out, or Space Monkey, the Choking Game can be played individually or in groups. It consists of manually choking yourself or others, sticking a plastic bag over the head, tying a string around the neck or hyperventilating, all in search of a few seconds of euphoria. (See TIME's health and medicine covers.)

Researchers at The Crime Victims' Institute at Sam Houston State University surveyed 837 students at a Texas university and found that the behavior, which works by cutting off blood flow to the brain in order to induce a high, was frighteningly commonplace:

?16% of students said they'd played the game, and three-quarters more than once
?On average, students first played the game at age 14
?Males were more likely to have played than females
?90% of students who had played the game learned about it from friends, and most students said they first played in a group

Why in the world would kids engage in this potentially deadly behavior? In a word, curiosity. They may also not realize it has the potential to be just as deadly as illegal drugs. The good news is that learning that a number of teens and college students have suffocated to death from playing the Choking Game helped deter students from playing. Parents, talk to your kids. And schools can play a role too: related research found that 90% of parents think that including information about the dangers of the game in school health and drug prevention classes is a smart idea.(MORE: For Teens Who Cut, Going Online Can Sometimes Help)

As the study notes:

"This 'game,' as it is often called, does not require obtaining any drugs or alcohol, is free, and can go undetected by many parents, teachers, physicians, and other authority figures. Most importantly, many of those who engage in this activity, do not understand that the practice can be just as deadly as the illegal substances youth have been warned against."

Macy's sues Martha Stewart Living (Reuters)

(Reuters) ? Macy's Inc is suing Martha Stewart Living Omnimedia Inc, accusing the company of breach of contract for entering into an agreement to sell certain products at stores run by its rival J.C. Penney Co Inc.

The operator of Macy's department stores says Martha Stewart Living granted it the exclusive right to manufacture and sell certain products under a 2006 agreement, according to a New York state Supreme Court filing on Monday.

Yet in December, J.C. Penney took a large stake in Martha Stewart Living and announced plans to open shops within its stores, starting in 2013, that sell Martha Stewart-branded goods.

Macy's is seeking a preliminary injunction stopping Martha Stewart from violating the contract. It also is seeking an order sealing the lawsuit and motion, saying it is prohibited from disclosing certain information.

The court filing does not detail the products in question.

But Macy's said in a statement that it had "renewed its agreement to exclusively sell Martha Stewart-branded product in categories such as cookware, kitchen utensils, bed and bath for another five years," meaning until January 2018.

Macy's said it went to court to enforce the agreement signed by Martha Stewart Living in 2006 "in which the right for Macy's to sell product exclusively in these categories was clearly outlined."

Martha Stewart Living said it typically does not comment on legal matters. However, a company statement pointed out Macy's intent "to extend its commercial agreement with MSLO to feature and promote the Martha Stewart Collection -- its #1 home brand -- in Macy's stores."

J.C. Penney did not immediately return a call for comment.

The case is Macy's Inc. v. Martha Stewart Living Omnimedia, Inc., 650197/2012, New York state Supreme Court (Manhattan).

Compression garments reduce muscle fatigue

COMPRESSION garments worn by athletes to keep muscles warm may improve performance by reducing muscle fatigue.

Dale Lovell and colleagues at the University of the Sunshine Coast in Queensland, Australia, measured lactate levels in 25 rugby players after they'd exercised wearing either spandex-like compression garments or regular shorts.

Lactate levels were significantly lower in players kitted out in the compression garments, possibly because they stimulate blood flow that clears the substance. Lactate is associated with muscle fatigue, quick removal may improve performance (Journal of Strength and Conditioning Research, DOI: 10.1519/JSC.0b013e31821764f8).

99% A Separation

Asghar Farhadi's "A Separation" (made in Iran) is a deceptively simple film. On the surface, it seems quite mundane. But gradually, its deeper themes emerge beautifully. It is not just about the specific legal disputes that make up the plot. It's a deep expression of sorrow about the divisions in present-day Persian society. It's complex enough that one could analyze it in different ways ad infinitum. (How often are you able to say that about a film nowadays?!) The divisions that hit me most powerfully are: - Class stratification. The gap between the well-educated professional class and the poorly educated working class is depicted in a brutal, heart-wrenching way. - Religious stratification. The gap between the religious population (Muslim, of course) and the secular population is shown to have some correspondence to class stratification, with the poor and less educated tending to be more religious, but not always. - Family divisions. This is explored several ways. A well-educated family is torn apart over whether to leave Iran. The mother wants to leave; the father does not. Their teenage daughter is caught in the middle, forced to make an agonizing choice: which parent does she want to stay with? Before this, I had always thought that families were united in the desire to migrate. This film clued me into the devastating struggles families go through trying to reach consensus around the momentous decision to uproot the family and possibly never again see family members left behind. A chief reason the man does not want to leave is that he cannot leave his father alone. The divisions inside a poor family are also explored. Here it surrounds whether a married woman should work outside the home. This struggle has religious overtones as well. "A Separation" is uncommonly rich. Its weakness is that it does become tedious at times. There are endless scenes in make-shift courtrooms, where witnesses bicker with each other. The camera work is extremely pedestrian. Farhadi seems to be of the mind that the director's hand should be invisible. He should just set up the camera, point it toward the actors, and turn it on. This approach to filmmaking is risky. Sometimes a flat style is paradoxically exhilarating. But more often it leads to a dull cinematic experience for the audience. Unfortunately, this happened too often during the film, at least for me. But still, there's no denying the depth and uniqueness of "A Separation." I'm delighted that it has become an art-house sensation in America. I also look forward to following Asghar Farhadi's career with more care. (This is the fifth film he has directed but the first I've seen or even heard of.)

18 U.S. Senators withdraw support of the controversial bill, but the fight isn't over

Yesterday's?internet blackout may have had some success changing minds and winning hearts in the nation's capital. In the?last 24 hours, a total of 18 U.S. senators have publicly withdrawn support of the controversial?Protect IP Act, better known as PIPA.

Though on the internet the issue has largely been bi-partisan, the recent withdrawl of support has largely come from Republicans. Many of the defections have been high-profile, including former PIPA co-sponsors?Sen. Kelly Ayotte (R-NH),?Sen. Marco Rubio (R-FL),?Sen. Roy Blunt (R-MO),?Sen. John Boozman (R-AR),Sen. Orrin Hatch (R-UT),?Sen. David Vitter (R-LA), and?Sen. Ben Cardin (D-MD).

According to an informal?head count at opencongress.org, 33 senators currently stand in support of the bill, while 36 remain opposed. A total of 51 votes are needed to defeat this bill for sure; though the bill could be killed with as few as 40 votes if Senate Republicans decide to mount a filibuster. The PIPA legislation is still slated for a vote on January 24.

House Majority Leader Eric?Cantor announced Monday that PIPA's sister bill,?SOPA, would not be coming to a vote in the House after the?White House announced its opposition.

Redbox's kiosks are now the leading source of physical DVD rentals in the U.S., and video-on-demand accounts for one out of three paid movie rentals.

"Brick-and-mortar retail stores continue to cede movie-rental market share, as kiosks and digital-streaming rentals become more accepted by consumers," said The NPD Group Thursday.

"There's no doubt that Redbox has been the largest beneficiary of the collapsing brick-and-mortar store rental business, especially with ongoing Blockbuster store closings and the fact that there are also fewer independent stores than the prior year," said Russ Crupnick, senior vice president, industry analysis for The NPD Group, in a release.

Netflix remains the "dominant provider of paid digital movie rentals, posting a 55 percent share in the fourth quarter of 2011, though Netflix's share is down somewhat from the company's peak of 59 percent" in the second and third quarters of last year,?according to the?The NPD Group.

The research firm said U.S. consumer rental of movies in DVD and Blu-ray disc formats fell by 11 percent in 2011 from 2010. The leader for actual disc rentals was Redbox, which saw its unit volume up by 29 percent in 2011 over the year before.

Some consumers may have been driven to Redbox or video on demand after giving up on Netflix, whose price hikes last year angered consumers.

The company's "share erosion may have resulted from their recent well-publicized challenges with pricing, and from their now defunct Quikster (DVDs-only) experiment," Crupnick said. "However, they are in the process of shifting customers to their Watch Instantly option, so not all of the physical movie rental share drop is a net loss."

The movie rental market is "clearly undergoing a sea change, as consumers become better equipped to access on-demand and streamed movies and are more comfortable with available delivery options," he said. But, he added, "Even so, renting physical discs from now-ubiquitous kiosks in grocery stores and other venues has taken the lead as the most popular movie-rental method in the U.S."

"Now-ubiquitous" is right, for Redbox. You can't, it seems, go a block or past a grocery store or drugstore without finding the red kiosks, almost as prevalent as Starbucks. One down side is that when you're at the kiosk, if something goes wrong during the purchase process, you can be stuck (despite an 800 number to call that often results in a long, long wait) ? something you don't want to do standing near a parking lot.
